Ordinary repair
The work must fit the adopted code’s repair provisions. Structural changes and other regulated work are separate questions.
Describe the actual roofing work rather than rely on a repair label.

El Reno’s roof application distinguishes reroofing, structural repair and an overlay proposal. The property location and actual work determine the local review.

El Reno’s roof application distinguishes reroofing, structural repair and an overlay proposal. The property location and actual work determine the local review.
Describe the proposed covering, removal and any structural work clearly. The local review follows the actual scope and property jurisdiction rather than a label such as a small repair.
For property inside El Reno, start with the City’s current Community Development applications. Its roofing form asks for the existing covering, proposed covering, number of finished layers, project value and contractor information. The scope needs to identify the work being proposed.
| Roofing scope | Application distinction |
|---|---|
| Tear-off and reroof | Identify the existing covering and the covering proposed after removal. |
| Roof structure repair | Describe structural work separately from replacing covering. |
| Overlay proposal | Identify current and finished layers. A checkbox on a form is not approval for every assembly. |

A small roof concern and a structural alteration are different scopes. The adopted code’s ordinary-repair provisions do not establish a blanket percentage or square-foot exemption for every roofing project.

El Reno’s Pre-Construction Safety Review provides a written determination of whether described remodeling work requires a permit.
The code describes the review as generally voluntary, with a separate provision for condemned properties.
Covering replacement, structural repairs and changes to other building systems need to be identified.
The City determines the applicable permit scope.
El Reno’s code provides for fees established by City Council resolution. The current charge is confirmed for the submitted work through Community Development.
The City’s general building-permit page lists plan-review charges. Those are different from establishing a roof-only permit total.
The issued scope and City instructions establish required inspections and when work needs to remain visible. These arrangements belong before the affected layers are covered.
The existing roof, proposed system and applicable requirements guide decking and removal. A new covering does not establish that old material is an acceptable base.
| Question | What the roofing scope needs to resolve |
|---|---|
| Decking condition | Damaged wood and structural concerns need to be assessed for the new assembly. |
| New-construction standard | El Reno added roof-sheathing standards in January 2026. Applicability to the particular project needs to be distinguished from a repair or existing-roof replacement. |
| Re-cover | Existing layers, moisture, support and current requirements must permit the proposed assembly. Do not treat an old form’s layer note as blanket approval. |

An El Reno mailing address does not by itself establish that the property is inside city limits. Canadian County’s Permit Office addresses unincorporated areas and directs municipal properties to the relevant city. The county separately identifies permits for county right-of-way and Special Flood Hazard Area development, with state rules still applicable.
City property uses El Reno Community Development for local requirements.
Use the County’s official location and permit guidance for the actual parcel.
